Method
1.In a large saucepan, heat oil on medium. Cook onion 3 minutes, stirring, until soft. Toss steak in flour, shaking off any excess. Add steak to pan and cook 3 minutes, stirring, until browned. Stir in stock and tomato paste. Reduce heat and simmer, uncovered, 1 hour, until steak is tender and sauce thickens and reduces. Stir in cream and season to taste. Set aside to cool completely.
2.Preheat oven to 220°C or 200°C fan-forced. Spray a 12-hole, 1/3-cup muffin pan with cooking oil spray. Cut 12 x 9cm rounds from shortcrust pastry and 12 x 7cm rounds from puff pastry.
3.Line each muffin hole with a shortcrust round. Fill with beef mixture and top with a puff pastry round. Press edges to seal pies. Brush with milk and bake 25 minutes. Serve with tomato sauce.
