1.Preheat oven to 200°C (180°C fan-forced). Grease 12-hole (⅓-cup/80ml) muffin pan.
2.Sift flour into large bowl, rub in butter with fingers. Stir in nuts, sugar and rind, then marmalade, egg and milk. Spoon mixture into pan holes, sprinkle with extra nuts.
3.Bake about 20 minutes. Stand muffins in pan 5 minutes, turn, top-side up, onto wire rack.
4.Make orange syrup, combine ingredients. Drizzle over warm muffins.
