1.Preheat oven to very hot, 220°C. Lightly grease a baking tray.
2.Sift flour into a large bowl. Add butter. Using fingertips, lightly rub in until mixture is combined. Mix in 1/2 cup cheese and 1/2 cup oats. Make a well in the center.
3.In a jug, combine the milk and water. Pour into well all at once, reserving 1 tablespoon. Using a palette knife, quickly mix to a soft, sticky dough. Do not over-mix.
4.Turn onto a lightly floured work surface. Kneed lightly. Divide dough into 6 even-sized pieces. Lightly knead each piece into a ball, pressing out slightly. Place close together on prepared tray. Brush rolls with reserved milk mixture.
5.In a bowl, combine remaining cheese, remaining oats and chives and sprinkle over rolls. Bake for 12-15 minutes until rolls sound hollow when tapped. Allow to cool on a wire rack. Serve with sliced deli meat and cheese of your choice.
To enhance the flavor of the rolls, add a pinch of salt to the flour when sifting. You can make these rolls in the food processor using the ‘pulse’ action, if you like.
