1.Preheat oven to moderate, 180°C.
2.Bring water to a simmer in a large frying pan on low heat. Add all seafood with bay leaf and onion; poach 5 minutes, covered, until just opaque. Remove seafood; strain liquid, reserving 1 cup.
3.Melt butter in a heavy-based saucepan on medium heat. Stir in flour; gradually add milk and reserved poaching liquid, stirring continuously. Simmer 2 minutes, until thickened.
4.Stir in seafood, green onion and dill; season to taste. Spoon into a 8-cup pie dish.
5.Lay filo sheets on a flat surface; spray every 2 layers with oil. Cut pastry into a round or square, 1cm larger than pie dish.
6.Top seafood mixture with filo sheets; spray with oil. Bake 35 minutes, until pastry is golden. Serve with mixed salad leaves, if desired.
