1.To make salsa, score base of tomatoes with a small knife. Place in a saucepan of boiling water for 20 seconds. Cool under cold water. Slip off and discard skins. In same boiling water, cook whole, peeled tomatoes and chillies for 1-2 minutes. Drain and place with remaining ingredients in a blender. Pulse until smooth and season to taste with salt.
2.Heat a barbecue plate or grill on high. Spray steaks with oil spray and season with salt and pepper. Cook for 1 minute each side. Slice into strips and toss in a bowl with beans, tomato, capsicum, coriander and 2 tbsp of salsa.
3.Serve beef, tortillas, remaining salsa, chillies and lemon separately. Assemble at table.
